Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democratic processes just over a week before national elections.

Study Shows Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a report released ahead of the late October vote.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these parties, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the performance of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

All major parties have ruled out an alliance with the Freedom party, meaning the party that comes second is highly probable to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
